Pharmaceuticals, cosmetics and hygiene products must be included in the Sanitary Registry (Registro Sanitario) of the Ministry of Public Health and Social Assistance prior to being sold in Guatemala. Firms interested in exporting such products to Guatemala are required to present a "Certificate of Free Sale" or "Certificate to Foreign Government" prepared by the U.S. Food and Drug Administration (FDA) or the relevant state level agency. Articles 62 to 68 of Governmental Decision 969-99 on food safety contain specific regulations for the treatment of food imports. Plants, seeds, and related products must present a phytosanitary certificate from the U.S. Department of Agriculture, a certificate attesting quarantine treatment in the U.S., a certificate of origin, and results of test procedures - when required.

These documents/certificates issued by the U.S. Federal or a state government are required to be legalized by the exporter's nearest Guatemalan consulate in the United States: http://www.guatemala-embassy.org/consulateoffices.php
