Importers are not required to register, or to use customs brokers. Customs (Control and Management) Act No. 14 of 1999 governs customs procedures. Up to six documents are required for imports: all imports must be accompanied by a declaration either by the importer or a broker; a formal entry warrant itemized with the corresponding tariff numbers, the quantity imported, and the customs value of each good imported; an invoice; and a bill of lading or airway bill. Other documents that may be required, depending on the nature of the import, include: an import licence; a certificate of origin for goods benefiting from CARICOM duty relief; and a veterinary or health certificate.
