In accordance with Prime Ministerial Decree 167/PM of 1999, the Ministry of Education is the state organisation responsible for the macro-management of education throughout the country, focusing on capacity building and improvement of the social and scientific knowledge of the nation, increasing solidarity among the ethnic groups, increasing international solidarity, awareness of national benefits and the obligations of the community, preserving national cultures, educating people to be more self-reliant and self-motivated and to be more aware of the availability of theoretical and scientifc self-knowledge, the physical health of the nation, and creative capacity and intelligence. Its functions include: (i) studying and implementing the party's guidelines and policies, laws, decrees, resolutions and orders and regulations enacted by the government; (ii) studying directions concerning policy plans, strategic plans, work plans, decrees, laws and regulations regarding educational development and formulating recommendations for submission to the government; (iii) realising, summarising and reporting outcomes of the implementation of plans, working plans and educational development projects; (iv) formulating rules and regulations for educational management and supervision in each planning period; (v) developing intelligence, patriotism, discipline, intellectual civilisation and organisational attitudes, alertness, physical health and active working habits in children at kindergarten and general educational levels; (vi) with regard to national educational policies, providing training both inside and outside the country in relevant fields at all levels, increasing and improving the knowledge of technicians, engineers and professional staff; (vii) working towards the elimination of illiteracy and improving the quality of education, ensuring basic vocational training for all ethnic groups; (viii) leading, supervising, monitoring, stimulating, inspecting, evaluating and facilitating educational activities at the local and community levels; (ix) improving educational organisation and administrative management throughout the country; (x) managing, training and upgrading government staff in all educational sectors; (xi) administering and managing schools and institutes at all levels and across all sectors, including managing and inspecting general education schools throughout the country, directing the management of teacher training schools and colleges, vocational schools and other educational institutions belonging to the Ministry of Education, supervising the educational methods and regulation principles for private schools, managing in co-operation with other ministries the educational methods and regulation principles for schools which do not belong to the Ministry of Education, assisting the Lao Buddhist Relations Organisation to manage schools and colleges for months and undertaking the macro-management of the National University of Laos (NUOL); (xii) supervising Lao students who are studying and researching abroad and foreign language students who are studying in Laos; (xiii) developing curricula, textbooks, teaching manuals, learning-teaching materials and other materials for use in educational activities; (xiv) identifying standards and approving the design of buildings, the selection of locations and any materials used in teaching and learning activities; (xv) formulating the conditions pertaining to qualifications and certificates in the education system, establishing qualification levels and the ranking of teachers; (xvi) studying and advising on promotion and support for teachers, educational staff, pupils and students for recommendation to the government; (xvii) creating budget plans and allocating, managing and inspecting the budget expenditures and assets of the education sector; (xviii) mobilising the whole society, particularly the parents of students, to participate in educational development; and (xix) liaising and co-operating and seeking funding sources and exchange experiences with other countries, international organisations and educational development agencies.
