How to Export to Angola
Documentation
Customs regulations are opaque after decades of incremental changes and updates without an overarching strategy. A new customs act is being drafted although there is no date scheduled for its discussion or implementation. The draft customs law is not yet publicly available.
Required Documentation
"Documento Unico" -- 'Single document', introduced by Crown Agents in 2002 has reduced the number of forms that Angolan customs requires and has decreased the amount of time paperwork spends clearing customs from an average of 25 days to 5 days. However, the time spent by "despachantes" providing the above information can vary greatly and have a substantial impact on the time it takes for goods to clear customs.
Bill of Lading: Shipping marks and numbers should correspond exactly to those on commercial invoices and on the goods.
Proof of Ownership of the Good
Certificate of Origin: May be requested by importer or bank. Minimum of two copies. Should be certified.
Commercial or Pro-Forma Invoice: Applications for an import license must be accompanied by an invoice.
Shippers Export Declaration (SED): Required if value is more than $2,500 ($500 for shipments through the U.S. Postal System.) Required for all shipments requiring a U.S. export license.
Packaging List: Advised
Insurance Certificate: Advised
Specific Shipment Documents verifying the right to import/export the product such as letters, certificates, and additional documentation.
CNCA Loading Certificate (Ocean Freight Only)
The National Shipper's Council of Angola (CNCA or Conselho Nacional de Carregodores de Angola) requires all ocean imports to have a CNCA Loading Certificate. This certificate will be used for customs clearance in Angola and without it, the cargo will not be released.
