Interim Minister for Education, National Heritage, Arts & Culture and Youth and Sports- Hon.Filipe Bole
The Ministry of Education welcomes Hon. Filipe Bole, the new Minister for Education, National Heritage, Arts and Culture and Youth and Sports. Mr Bole brings with him a wealth of experience, as he has, in the past, served with distinction, both the nation and the Pacific region. The Ministry looks forward to being guided by a leader who has spent the most part of his life diligently and passionately promoting the education of children in Fiji
Qualifications and Expertise
* Currently Minister for Education, National Heritage, Culture & Arts, Youth & Sports. A Consultant and a Senior Fellow of the Centre for International and Regional Affairs (CIRA), at the University of Fiji.
* Appointed Director of the Centre for Indigenous Studies, University of Fiji, March 2007.
* Was a Secondary School Teacher with a MA (History) from Victoria University, Wellington and Dip Teaching ( Auckland Teachers College ).
* Has had extensive experience in policy formulation, approval and implementation in education, foreign relations and external trade, tourism and aviation and planning.
* Dealt with these areas as a senior government official and as a Cabinet Minister for 14 years between 1985-1999.
* Also had experience in directing research on issues affecting Pacific Island countries when Director of the Pacific Islands Development Program at the East-West Centre, Hawaii .
* Well-informed about the FIC and had co-authored papers on regional cooperation in the South Pacific and chaired a study on the Solomon Islands under the auspices of the Forum Eminent Persons Group in June 2002.
Qualifications and Education Experience
* A secondary school teacher by profession.
* Taught in secondary schools in Fiji .
* Joined Education Administration and was responsible from 1968 onward for the expansion of secondary education and the realignment of education to the needs of independent Fiji .
* Permanent Secretary of Education for six years, June 1974 - June 1980 and continued major changes in the Education Act, school curriculum, teacher education, examinations and education materials including production of text books. Represented Fiji in all regional and international education conferences.
* Was President of the Fijian Teachers Association, 1965-68 a main achievement was the successful negotiation for improving salaries and conditions of service for teachers.
* Currently a member of the Council of the University of the South Pacific and the University of Fiji respectively.
Foreign Service:
Joined the Fiji Service in June 1980 and posted as Fiji's Permanent Representative at the United Nations in New York . Represented Fiji 's interests in the economic, social, security and political programs of the UN and its agencies. UN appointment was held jointly with posts of Ambassador to the United States and High Commissioner to Canada . Held trade talks and peacekeeping in Sinai with the US State Department and kept diplomatic engagements with the Regional Trade and economic cooperation between FIC and Australia and New Zealand ; and adoption of SPARTECA.
Research and Development:
Appointed Director of the Pacific Islands Development Program (PIDP) at the East-West Centre, Hawaii in November 1983 - directed research on issues nominated by heads (Prime Ministers and Presidents) of Pacific Island Governments. Topics on which papers were produced ranged widely from capacity building, governance, energy, regional trade to Agriculture, aquaculture, Fijian provincial Administration, Pacific Tuna Industry, Role of the Private sector in economic development of FIC; and many others.
Political Experience:
Entered politics in 1985 under the Alliance government and the SVT regime in the 1990s. Was a Cabinet Minister during these two political administration; and under the latter was Deputy Prime Minister. Other ministerial appointments held during this period include: Education, Information, Foreign Affairs and Trade, Tourism and Civil Aviation, Youth and Sport and Planning. Was also the Minister responsible for the Review of the 1990 Constitution, consultation framework of the 1997 Constitution and the review of ALTA.
