dr. Milan Zver, minister
Milan Zver was born in Ljubljana on 25 May 1962. He attended primary school in Destrnik, and grammar school in Ptuj. In 1982 he enrolled at the Faculty of Sociology, Political Science and Journalism of Ljubljana University. He graduated in 1987, and was employed as a junior researcher at the same faculty, enrolling in a masterÌs degree course. In 1989, under the mentorship of Prof Horst Haselstein, he spent three months researching the history of political thought at Karl-Franzens Universitât in Graz, Austria. It was here that he compiled the greater part of his masterÌs dissertation, successfully defending it in 1990. In 1992 he broke off his research work at the faculty and took employment in the Government of the RS, although in the interim he worked for some time as a junior lecturer on the history of Slovenian political thought. From 1994 to 1999 he was employed by the City of Ljubljana, for most of this time as Secretary of the City Council, and then for several months he served on the professional staff of the National Assembly. In 1998 he successfully defended his doctoral thesis at the Faculty of Social Sciences, where he was inducted in 1999 as a university teacher of social sciences. In that same year he became a lecturer and head of the subject of sociology in the curriculum at the Faculty of Economics and Business, University of Maribor. In the time since his recent election to the title of assistant professor, he has also participated actively at international professional meetings (the annual Slovenian political science days in Portoro? organised by the Slovenian Political Science Society and the Faculty of Social Sciences, the EIBE 2002 conference in Athens) and at professional meetings (Sofia, Tallinn, Prague, Zagreb) organised or co-organised by various foundations (Friedrich Ebert Stiftung, International Republican Institute, Konrad Adenauer Stiftung).
He was also invited as a lecturer to implement the sociology curriculum at the newly established Faculty of Police and Security Science of the University of Maribor. In 2002 he published the monograph ÏDemocracy Ò in Classical Slovenian Political ThoughtÓ. In 1996 he published two monographs, ÏAnd the Day Will Be BrightÓ and ÏA Hundred Years of Social DemocracyÓ. He has also published a large number of original professional articles in domestic and foreign magazines. He edited a collection of papers and essays entitled ÏHuman Rights and Freedoms in Transition: the Case of SloveniaÓ, which came out in 1988. He was also editor of the collection ÏPučnikÌs Scientific and Political ThoughtÓ, which came out in 2004.
Throughout this time he has been active in professional, public and political life. He is president of the Ivan Cankar Society, member of the board of directors of the humanitarian organisation Vrtnica, and he has also been a member of the Executive Committee of the Slovenian Political Science Society. In the 1990Ìs he was a government advisor, a local councillor, and in the previous mandate also a national councillor, being elected in the last elections as a deputy to the National Assembly.

Magdalena (Alenka) ‰verc was born in Dov?e in Mislinjska Dolina on 2 August 1967. On completing secondary school, she enrolled at the Faculty of Theology in Ljubljana and received her degree. During her studies and afterwards, she was actively involved in the creation and development of the student religious pastoral service in Maribor, and in particular in the creation of the Sinai Centre and of Amos Ò the Academic Catholic Association. Dr ‰verc also managed, with success, the project entitled Schools for Activity Leaders, which can be found today throughout Slovenia. When democratic change started in Slovenia, she became involved in student politics in Maribor. Thus she became the first democratically elected chairwoman of the Student Organisation of the University of Maribor.
After taking her degree at the Faculty of Theology, she accepted the offer made by the Bishop of Maribor to study at the International Pontifical Salesian University in Rome, where she successfully completed her studies with the degree Master of Pedagogical Sciences. Dr ‰verc completed her doctorÌs studies as a teacher trainer at the Faculty of Theology in Ljubljana. In addition, she specialised in the field of youth work and gestalt therapy in Germany and Austria.
Dr ‰verc was employed at the Anton Martin Slomˆek Episcopal Grammar School and at the Ljubljana Faculty of Theology, Maribor Unit. She has been actively involved in an international school project in Bosnia and Herzegovina. In recent years, Dr ‰verc has headed voluntary work in Sarajevo together with grammar school and university students and is the co-founder of the initiative ÏSchool on a Human Scale.Ó

The Ministry of Education and Sport performs tasks relating to:
Ô education, position and social protection of children, adolescents and adults in kindergartens, primary schools, school student residence halls, music schools, secondary schools and in institutions and units for adult education;
Ô education of members of the Italian and Hungarian ethnic communities and of the Romanies, education of members of the Slovenian minority in Italy, Austria and Hungary;
Ô supplementary lessons in Slovene language and culture for Slovenes living abroad;
Ô sports education and recreational sport;
Ô preventive and corrective sporting activities;
Ô selective and competitive sport;
Ô preparation of system and other solutions;
Ô preparation of the national programme and the public service programme;
Ô determination of the financial criteria for public services;
Ô setting up of a register of fixed assets and the preparation of a programme of investment and maintenance;
Ô establishment of personnel documentation and the education of teacher trainers, adult education and other professionals, and promotion to different academic titles.

Programme Prioritiesnazaj na vrh
The Ministry of Education and Sport will be working towards the following programme priorities in 2008:
Ô ensuring the conditions to increase the quality of education and the development of quality control instruments in education (evaluation, self-evaluation instruments);
Ô ensuring a high-quality system of permanent professional development for teachers Ò the encouragement of the professional development of teachers.
Ô encouraging the implementation of various educational programmes at all levels (nursery school, primary school, secondary school);
Ô encouraging the development of private education;
Ô ensuring flexibility in the organisation of education;
Ô ensuring the conditions for the development of inclusive education, particularly for especially vulnerable groups (children with special needs, migrants, Romany people);
Ô updating secondary education programmes;
Ô ensuring the conditions for reaching international standards of knowledge and therefore implementing activities for update the current curricula;
Ô introducing common European instruments and activities, especially in the field of vocational education;
Ô implementing activities from the Strategy for Lifelong Learning;.
Ô implementing activities in the field of adult education;
Ô starting the Nordic Centre Planica project (in accordance with the Resolution on National Development Projects);
Ô implementing projects in the framework of the European Social Fund (the educational and professional development of qualified workers in the area of sport) and the European Structural Funds (the development of the sports and tourist infrastructure);
Ô restructuring sports programmes for children and youth;
Ô opening the Public Institution for Sport Ò Sports Institute;
Ô improving and developing a modern internet information system in the field of sport;
Ô the GovernmentÌs care for public interest in sports in accordance with the Sports Act and the National Programme for Sports;
Ô stimulation of recreational sports and sports recreation for all age groups, especially in the light of health care.
Ô encouraging children and students at all stages of education to appreciate and consume the cultural goods and to respect the principles of sustainable development and act in accordance with them.

The Inspectorate for Education and Sport oversees the implementation of laws, other regulations and documents regulating the organisation, assigned spending of public funds and performance of formal education provided by kindergartens, primary schools, music schools, lower and secondary vocational schools, secondary technical and vocational schools, grammar schools, professional colleges, institutions for educating and training children and adolescents with special needs, organisations for educating adults and private individuals gaining education under publicly valid programmes, halls of residence for school pupils and university students, procedures and deadlines for applications in public competitions, and enrolment in higher education.

The tasks of the Office for Youth relate to planning and implementing measures in the area of youth policy, implementing social policy for children and youth, social and informal education, leisure activities, culture, public awareness and international cooperation in these areas.
