Multilateral Organizations:
Australia/New Zealand Closer Economic Relations Trade Agreement (ANZCERTA), entitles goods that are produced or manufactured in Australia preferential rates of duty. The Canada and New Zealand Trade Agreement (CANTRA) provides for possible elimination of some duty rates if goods are the produce of manufacture of Canada.

New Zealand and Singapore on a Closer Economic Partnership (ANZSCEP), entitles goods that are produced and manufactured in Singapore to enter New Zealand for the possible elimination of duty.

The Less and Least Developed Countries (LDC/LLDC) entitles goods that are wholly produced and /or 50% made in a LDC/LLDC to preferential rate of duty.

General Import Clearance Information

Clearance Process
Goods imported into New Zealand are liable for a Goods and Services Tax (GST) of 12.5% on Cost, Insurance and Freight.

Goods requiring Agriculture and Customs Inspection are assessed a fee of $28.70.

Commercial goods valued over $400 NZD and Private goods valued over $1000 NZD will be charged a $22 NZD Import Transaction Fee.

Rates of duty payable by an importer are determined by the classification of goods within the New Zealand Customs Tariff. In some circumstances, Anti-Dumping or Countervailing measures, which result in the imposition of additional rates of duty, may also apply.

Import Duties
In order to determine whether import duty is applicable to imported goods, Customs considers the following:

* Tariff classification Ò The New Zealand Customs Service Working Tariff document is a commodity coding system used to identify and describe goods.
* The structure of the tariff is based on the World Customs Organization International Convention on the Harmonized Commodity Description and Coding system (commonly referred to as the Harmonized System).
* Concession applicability Ò Concessions provide flexibility to the tariff which groups items together.
* Preference Ò Under New ZealandÌs external trade agreements, New Zealand extends preferential tariff access to goods which are the ÎproduceÌ or ÎmanufactureÌ of specified countries and country groups.



Where duty is expressed as a percentage rate, it is calculated on the Customs value of the goods.


Antidumping
Anti-Dumping or Countervailing measures, which result in the imposition of additional rates of duty, may apply.

Excise Duties
Excise duties are applied to items such as beer, alcohol, wine, spirits, cigarettes and cigars.

Additional Duties
Dumping duty and Counter prevailing is applied to several items, example; running shoes.

Import Taxes
Comprised on items that are metal based and levied on alcohol and spirits.

Customs Fees
Goods and Service Tax (GST) of $22 NZD is charged by customs for each formal customs entry.

Exchange Controls
Exchange rates set fortnightly by New Zealand Customs for importation and exportation of goods only at border control.

Technical Barriers to Trade (TBT's)
Technical barriers or non-tariff barriers to trade as they are sometimes known, can cause many problems for exporters looking for new markets for their products. These barriers can be in the form of regulations, standards, testing and certification procedures. The World Trade Organization (WTO) Agreement on Technical Barriers to Trade tries to ensure that these barriers do not create unnecessary obstacles. Goods that are prohibited absolutely include the following:

Advertising matter relating to any goods that are prohibited or restricted to New Zealand.

The following items are not acceptable for carriage to any international destinations unless otherwise indicated. (Additional restrictions may apply depending on destination. Various regulatory clearances in addition to customs clearance may be required for certain commodities, thereby extending the transit time.)

* C.O.D. shipments.

* Human corpses, human organs or body parts, human and animal embryos, or cremated or disinterred human remains.

* Explosives (Class 1.4 explosives are acceptable for carriage to Canada, Germany, Japan, Sweden, United Arab Emirates and United Kingdom. Note: United Arab Emirates only allows Class 1.4 explosives to be shipped hold- for- pick-up to the FedEx Express facility in Dubai.)

* Firearms, weaponry, and their parts (acceptable between the U.S. and Puerto Rico).

* Perishable foodstuffs and foods and beverages requiring refrigeration or other environmental control.

* Live animals (including insects) except via our Live Animal Desk (1.800.405.9052).

* Plants and plant material, including cut flowers (cut flowers are acceptable from the U.S. to selected points in Canada and from Colombia, Ecuador and the Netherlands to the U.S.).

* Lottery tickets and gambling devices where prohibited by local, state, provincial or national law.

* Money (coins, cash, currency, paper money and negotiable instruments equivalent to cash such as endorsed stocks, bonds and cash letters).

* Collectible coins and stamps.

* Pornographic and/or obscene material.

* Hazardous waste, including, but not limited to, used hypodermic needles or syringes or other medical waste.

* Shipments that may cause damage to, or delay of, equipment, personnel or other shipments.

* Shipments that require us to obtain any special license or permit for transportation, importation or exportation.

* Shipments whose carriage, importation or exportation is prohibited by any law, statute or regulation.

* Shipments with a declared value for customs in excess of that permitted for a specific destination.

* Dangerous goods except as permitted under the Dangerous Goods section of these terms and conditions.

* Processed or unprocessed dead animals, including insects and pets. Taxidermy-finished hunting trophies or completely processed (dried) specimens of whole animals or parts of animals are acceptable for shipment into the U.S.

* Packages that are wet, leaking or emit an odor of any kind.

* Wildlife products that require U.S. Fish and Wildlife Service export clearance by FedEx prior to exportation from the U.S.

* Shipments* being processed under:

Duty drawback claims unless advance arrangements are made.

Temporary Import Bonds - acceptable under the FedEx International Broker Select option, for initial import only.

U.S. State Department licenses.

Carnets.

U.S. Drug Enforcement Administration export permit.

Shipments destined to or being withdrawn from a Foreign Trade Zone.

Letters of Credit (however, shipments covered by a Letter of Credit calling for a "Courier Receipt" as defined by Article 25 of UCP 600 may move via FedEx International Priority).

Certificate of Registration shipments (CF4455).

Shipments moving into or out of Foreign Trade Zones or bonded warehouses.

New Zealand Restrictions

Hazardous Substance
Hazardous substances that are imported without the required approval are liable for seizure under the Customs and Excise Act 1996. Importers should ensure that for explosives, pesticides, certain toxic substances, Polychlorinated biphenyls (PCBs) and crayons obtain approval before the goods are imported into New Zealand.

Personal Effects
****Warning**** Personal Effects shipments are not accepted on FedEx Express IP service to New Zealand. Please contact your local Federal Express customer service for alternate shipping options offered by FedEx.

Samples
Generally, samples of products are subject to the same rates of Customs Duty and GST as commercially imported goods, based on the origin and Customs Value of the goods. Small samples of bulk goods may be entered free of duty and/or GST on application to the New Zealand Customs Service at the time of entry, or by prior memorandum. If any information is required, contact any Customs office in New Zealand.

Gifts
Bona Fide Gift shipments (gifts wrapped and accompanied by a card), can be imported under Schedule By-Law, which allows a limit for Overseas residents to New Zealand residents being under $110 (NZD) in value. If the gift is over $110 (NZD), this amount will be deducted from the price paid.




Standards

Standards New Zealand is heavily involved in the development and application of national, regional and international standards, of which many are developed in partnership with Australia. As New Zealand's representative in the international Organization for Standardization (ISO) and its sister organization, the International Electrotechnical Commission (IEC), Standards New Zealand ensures that New Zealand's voice is heard, world-wide.




General Export Clearance Information

Clearance Process
An export document (Export Entry) is used by the government to collect trade data and to ensure compliance with legislation. An export entry provides information relating to the exporter, method of shipment and details of the goods being exported. The export entry can be lodged with Customs electronically or manually. Customs brokers, freight forwarders etc. may prepare the export entry on behalf of the exporter but it should be noted that the exporter is responsible for ensuring that the necessary export documentation is lodged with Customs and that it is accurate. Export entries are not required for the following; Bona fide gifts to persons resident outside New Zealand, Trade samples supplied without charge to persons resident outside New Zealand, Passenger's baggage and effects (except goods sold ex licensed export warehouse or under drawback of duty). Please note the term "passenger's baggage and effects" does not include motor vehicles, Goods exported by Diplomatic Missions, Commercial documents, and newspapers, Goods of a type normally used for commercial or business purposes, such as laptop (including palmtop and notebook) computers and peripheral equipment (e.g., portable printers), portable typewriters, cellular telephones, video, and other photographic equipment, carried by a passenger leaving New Zealand and which it is intended will be returned to New Zealand, Shipments having an FOB value not exceeding $1,000 and not being goods sold ex a licensed export warehouse or subject to a drawback of duty. Evidence of export for these goods is required for GST zero-rating purposes.

New Zealand Restrictions

Export Permits - Specific export permits are for commodities subject to export controls. The New Zealand Ministry of Defense is the government office for dual use exports (commercial items that may have military applications). Other departments and agencies have regulatory jurisdiction and issue licenses for controlled substances and precursor chemicals, for endangered fish and wildlife species, for defense services and articles, for arms and munitions, for nuclear material, equipment and technology, for fuels, for drugs and medical devices. Before exporting these items, special licenses must be obtained from customs office to insure that the items are not part of the national heritage of Denmark. License requirements are dependent upon an item's technical characteristics, the destination, the end-use, end-user and other activities of the end-user. Specific questions pertaining to commodity licensing requirements should be directed to the lead agency.
